I've created a page on a language version and not on master.
If I click on the new page and choose "Manage languages" I get the "Unknown layout type: 'PageLanguageManage'".
(By the way - what should this button be able to do? I can't find anything in the documentation)

It is a bug, and it is actually already fixed.
It can also be accessed from e.g. edit page and can be used to ensure that a given page exists in all language versions of websites you would have.
