Im running a Swift 1.25 on a dw 10.0.24. Ive adjust the theme selector to a dropdown list with identical settings as swift standard. However it now shows an empty dropdown list in visual editor:

First of all ensure you follow the requiremts using the version of Swift (see attached images). So, I've checked the issue with environment uses Swift 1.25.0\based on DW10.0.25 and was not able to reproduce it. Please, have a look at the video regarding my test. Note that the control is based on field type of item type has source on current site, so ensure the related content exists there in fact.
