Country region/state not being loaded in cart

Hello

When on checkout and on editable billing address, the region/state isn't being loaded.

This started to happen in the version 9.8.* and is also present in Rapido 3.3. In 9.7.2 it's loading fine.

New tfs #78667 has been created for solving this issue to the next Rapido hot-fix release.
