Not quite sure I understand. But you can create a page with the paragraph and just copy and hardcode the link to your page template.

With the update package later this month, it will be possible to include a paragraph in the page template using a tag like this: @Global:Paragraph.Content(XXX).

Does it only work if the RSS module is attached in a paragraph on a page?

I can't get it to work with the link, if there is no RSS module attached on a page...

I use a link like this: Default.aspx?ID=XX&Action=ShowFile, where XX is the PageID.
