Cannot change state of an order in the order list

When I try to change the state of an order like this:

I get this error:

I think that's wrong, as the order *is* complete (see column to the right).

Also, when I go into the order details page and choose Actions | Change flow and state and then choose a new state, it works OK?

Can this be fixed please?

I have created bug #28223 as changing the order state on an existing order causes multiple issues
