We have an issue with some customers that want to calculate taxes with and without taxes (USA).
Goal
Apply 20% discount for orders over $30 (before taxes)
Background
In the US market, people buy much like a Business. They tag product prices (i.e: $10) and they expect it to pay taxes on top of that, so it's normal to proceed to checkout and only have your taxes calculated after you set you address (just like Shipping).
Suggestion
Have a way to control whether or not the discount calculation is with or without taxes
